Yes, not every single person in Paris is going to welcome you with open arms.
But neither will New York or Los Angeles...or ANY major city.
Wanna have a good experience while traveling to any major city? Use some common sense tactics...
1.I could never stress this one enough! Do your research...Read up on what is accepted and not accepted in certain cultures. If you understand and respect someone's culture, they will take you more seriously, and welcome you with those open arms.
2. City people are always busy...be quick
3. Don't bother people that look VERY busy.
4. Don't look like a tourist. (Don't wear a fanny pack)
5. Don't be obnoxious
6. AND just don't be surprised if someone ignores you...don't take it personally and let it ruin your trip. just forget about it and move on...

That’s absolutely true. This past June, some friends and I headed out to attend a conference in Meadowland, NJ. We decided to head into New York and scout the city. It wasn’t long before we concluded that New Yorkers aren’t the friendliest. I mean, I was even glared at by one of the employees while ordering a latte at Starbucks. However, we did meet some real welcoming people (or maybe it was only because they wanted our business). When it’s overpopulated with people from all walks of life, young or old, bitter or sweet, many people try to stay in their own bubble to avoid the chaos that’s almost impossible to ignore. They become accustomed to the big city’s turmoil and just focus on doing their utmost to live life comfortably, day after day. Coming from a small town in Nevada, I can surely make out the difference. I definitely agree with your common sense tactics.
